Four levels of sovereignty
The default is "EU only". Anyone who wants more decides that as an owner, with confirmation and an audit entry — stepping down is always frictionless. Background services stay in the EU at every level.

Organisation administrators only see aggregated usage — never content. There is no "view as user" mode.
